Recently this IWWF Bylaw was brought to my attention:
15.2.10 Restrictions for selection
No person shall be eligible for selection for the same official position in successive events with the same World Title. No person shall be eligible for selection in any official capacity for three successive events with the same World title. Upon recommendation of the relevant Council, dispensation may be granted by the IWWF President.

Some checking revealed that we were not strictly following this bylaw.

I had a side discussion with Candido and he said
"You have to appoint the officials that are willing to go, based on their availability and they need to have the correct qualification (E&A Officials)"

This certainly seems reasonable in that we have to deal with the situation we are presented with.  However, I did not feel that we could ignore or bypass  this bylaw without at least a discussion.  The IWWF President has the authority to grant exceptions.

Candido Moz comments: My comment is in the introduction.
Our procedure have been: send a formal request to all Region E&A Officials (more than one time), and from the availability make the selections.
For the World Open, we have a total of 15 applications, as a Judge only 6 applications, 4 of them have been proposed, the 5 is Hannu, wich have been proposed as Scoorer, and the 6th have no E&A qualifications.
For the World Under-21, we have a total of 20 applications, as a Judge only 10, 4 have been proposed for this championships, 4 are the same proposed for the Open World, 2 do not have the E&A qualifications.

Gill Hill comments: This has been a problem for many years, and is simply because of 2 reasons: 1. we do not have enough officials with the correct qualifications, 
2. PLUS they have to pay their own way (in most cases).  
So we have to take who CAN go, rather than who the Confederations may WANT to go.   This will continue until the fares of the officials are paid, at which time we may have more volunteers.  
In the meantime the IWWF President has no choice but to grant dispensation.

Jeffry Armstrong comments: It seems it needs to be addressed formally.  I have told some officials that they couldn\'t/shouldn\'t submit because they were into successive events.

Peter Person comments: We do have this formal bylaw, but for sure from time to time we must make sure we get enough qualified and skilled officials, even if it means this not strictly followed. It is an important principle, one that ensures fairness and opportunity but should not be at the expense of the event or athletes.

Dimos Alexopoulos comments: Gill\'s points are correct. Travel expences and judges qualification are the reasons for which we get few applications for major events. On the other hand it is good to choose the \"best\" ones to insure what Peter says.

Wayne Briant comments: I would think the best way to deal with this is we encourage judges to apply to officiate at these events and canvas via each region. The regions need to promote these opportunities to all Judges that are rated.
If this is done and then we are still short of officials we need to seek dispensation of the bylaw to fill the positions.
It is important that we seek new people and encourage involvement from new families to grow the numbers at International events.
Each region needs to be aware of this and promote and persuade to grow the base of judges around the world
