We have an application for 2.25@10.25 for Regina.
My understanding is that at the tournament site, they could only review in slow motion and did not have stop frame.
I have put the relevant files in:

The issue here the scoring.  I have put 4 frame captures for your review.
In my opinion, she has lost the handle in the frame before the buoy.  When she is at the buoy, the handle is clearly out.  In the frame before, the rope is recoiling.
I have put the video in the file as well.
I thought it would be best if we just vote on this as usual.
